Hell (THE hells) is strictly monarchial: Asmodeus wears the crown, and appoints dukes and princes and the like as he sees fit. All power flows, ultimately, from Him.

 

The Abyss, in contrast, is a patchwork of principalities and kingdoms, anarchist communes, barren wastes, and - in some few places - demoncracies. Named so because each demon gets one vote, demoncracies are often reprehensaitive republics, electing the worst among demonkind to lead them and holding elections at whatever times make sense to demons (when the moon bleeds, or every time a particular village is razed, or when a specific mortal kingdom falls - which may account for why certain demons attempt to do such weird shit on the Material Plane: to hasten an election while the evil winds blow their way).
