Bomb Shadows

A magical experiment goes wrong, and there's an explosion not unlike a nuclear bomb. The entire city is left more or less pristine, but with no life left at all. The bomb shadows move, becoming the undead shadows, as they slip around the city pretending to do the tasks they used to do. Because these shadows would kill nearly anything that came in the city and begin to spread, the place is treated like it's radioactive.
