College is built to ignore musical instruments and instead focus on enchantment, buffing, and support... and control.
Allegiance
The Dictator extracts concessions from those they help. For the duration an ally is affected by the Dictator's Bardic Inspiration and for ten minutes after, that ally has disadvantage on saving throws made against the Dictator, including saving throws against spells. In addition the Dictator has advantage on social checks against that ally. However, there are advantages to pledging allegiance: the Bardic Inspiration die granted by the Dictator is of a die type one higher than normally granted (e.g., a d6 turns into a d8, a d8 turns into a d10, etc.).
Ally Awareness
Beginning at 3rd level the Dictator has a heightened awareness of their allies in combat. As a reaction to an ally taking damage the Dictator may expend a Bardic Inspiration die. The damage taken is reduced by the amount rolled on the die, plus the Dictator's Charisma modifier.
Intimidating Stare
At 6th level your glare chills others. As a bonus action you may expend a Bardic Inspiration die. You target a creature within 60 ft., and reduce their speed until the beginning of your next action by 5 ft. x the result of the die roll. The target may make a Charisma saving throw to resist this effect. This effect does not affect creatures that cannot see you, nor those that are immune to fear effects.
Flourish
You may use a battlefield ornament as your bardic spellcasting focus. This can be a riding crop, flag, fan, baton, or similar. Most weapons do not qualify - they are not expressive enough to be used for battlefield command.
Empathic Manipulation
When you cast the spell Calm Emotions you may choose two additional effects:
First, you may enhance a single strong emotion that the majority of the group is already feeling. For those not feeling it, they move their emotional state to neutral. For those already feeling that emotion, it is amplified by a step. Emotional states include neutral, mild, powerful, and overwhelming. Creatures feeling a mild emotion may allow it to color their judgement. Creatures feeling a powerful emotion will have a difficult time not acting on it. Creatures feeling an overwhelming emotion will act on it in some way immediately.
Second, you may redirect any creatures already feeling an overwhelming emotion, causing them to feel a different emotion but reducing the intensity to powerful. This allows you to, for example, take a mob (overwhelming anger) and turn them into a block party (powerful joy).
Puppeteer
At 14th level you are able to cast Calm Emotions a number of times equal to your Charisma modifier, and you regain all expended uses after a long rest. Additionally, you multiply the duration of charm and fear spells you cast by a factor of ten (if the duration is measured in rounds or minutes), or double (if the duration is measured in hours, days, or more).
